Ice is formulated with low chemical content so that, if it does escape the loop, it is far less likely to short a powered component than a heavily dosed coolant would be. That is a margin of safety, not immunity. Introduce dust, or mix Ice with another fluid, and its conductivity rises, the property belongs to the fluid as bottled, not to the puddle on your motherboard.

The top-up rule
A couple of ounces of DI water to top up is fine. Past that, top up with Ice.

More than that, or every month
Every ounce of water replaces an ounce of coolant. A loop topped up with water every month is slowly turning into water: thinner colour, thinner inhibitors.

Plain distilled, PSU jumpered, 12 to 24 hours.

SysPrep on a new build, Reboot on a loop that ran coolant. 48 hours, then flush.

72 hours to stabilise pH before the permanent fill.
